How it works
Each letter gets a random mix of combining diacritical marks (U+0300–U+036F). The marks attach to the letter before them, which is what makes the text look torn.

Where it works
The result is plain Unicode text, not a font, so you can paste it into Instagram and TikTok bios, X posts, Discord, WhatsApp and most apps. Very old phones may show empty boxes for characters they don't have.
Screen readers may read styled letters one by one or skip them, so keep important information in normal text.
